The urge for international and national regulations to protect cultural property. Armed conflicts and natural disasters threat the cultural heritage in many places in the world. To face malicious destruction, issuing of rules is essential. Organisations who take care of cultural heritage have to collaborate, in international and national network systems, to make the issuing of rules applicable in a practical way, in order to take preventive steps and to offer help to afflicted lands and fellow institutes
